GERMAN OFFICERS ARRESTED.
PARAGUAY APOLOGISES. Received July 12, 8.55 a.m. BUENOS AYRES, July 11. Three policemen arrested, maltreated, and endeavoured to shoot two German officers at San Bernadino, in Paraguay, who interfered to protect the proprietress of a restaurant from a policeman's insult. The Government of Paraguay has apologised to the German representative for the incident.
