The members nf the Russian Duma, now visiting London, declare that the manifesto of the British Labour Party denouncing the Czar is ridicul-

Russian salvation, they say, lies in the Duma working with the Czar. The St. Petersburg correspondent of the "Daily Mail" states that the Radicals in Russia describe the manifesto as foolish and tactless.

Besides the Labour Party, the London Socialists also resent the Czar's visit.
