CZAR'S VISIT TO ENGLAND. LABOUR PARTY'S MANIFESTO. United Press Association—By Electric Telegraph Copyright. Received June 28, 8.15 a.m. LONDON. June 27. The British Labour Party has issued a manifesto in connection with the visit of the Czar Nicholas to England. The document enumerates the prisoners, the executions, and ca3es of suicide in the Russian gaols, and asks:—"Did Ab-dul-Hamid ever do worse?" - The manifesto hopes that the country's voice will be definite and emphatic in condemnation ot the Government sponsible for the visit. Many newspapers condemn the insulting issue of atr offensive manifesto at a moment when AngloRussian relations have, so improved.
