THE BALTIC INCIDENT.
SUMMONS TO HEAVE-TO DIS-
REGARDED
THREE BLANK SHOTS FIRED. United Press Association—By Electrio Telegraph Copyrignt. Received Juno 21, 8.15 a.m. ST. PETERSBURG, June 20. With reference to the firing on the steamer Woodburn by the Russian warships guarding the Czar, the Russian authorities blame the steamer's Finnish pilot fur failing to pass outside the squadron, which was anchored in-shore, and thus infringing the regulations. Tha "Novoe Vremya" states that the_torpedo boat which fired the shots acted] in conformity with the law and with instructions.
Reuter's agent states that the Czar has sent the injured fireman twenty pounds. The "Daily News" saya that nobody on board the Woodburn spoke Russian, and the crew were unable to understand the shouts summoning them to heave-to.
The Russian Admiralty officials declare that the British Board of Trade, in its notices to mariners, published in January and April > translation of the regulations applying to merchantmen approaching naval anchorages in the Finnish Skerries.
They add that the Woodburn entered the guarded zone, and disregarded three blank shots.
