McKenna, First Lord of the Admiralty, emphasised i the needs a pecial effort to strengthen | the British Navy; whereas Britain had enly eight large sh;ps laid down Germany had ten. For the present at any rate the hopeo of limiting naval programmes by arrangements had proved groundless. The speech shows that the Government calculates upon three German battleships in the 1909 programme, which has already been begun.
