In forming a Ministry, Mr Peake was thought to have two alternatives open lo him—one to surrender tha Premiership to the Labour Pariy, and bee-me lieutenant in a Labour Ministry, or to form a coalition with Mr Butler's party. Mr Peake, however, provided a third alternative by ignoring both tie Libour and Liberal parties, and, on the strength of a following of eight, formed an Administration of his own.
