The Admiralty has printed and privately circulated Captain Bacon's letter reflecting on Lieutenant CarIyon Beliairs' capability as an officer. The document was made public after Lieutenant Beliairs had made attacks on the Admiralty in the House and in various publications. In the House of Commons, Mr R. M'Kenna, First Lord of the Admiralty, is nightly heckled on the subject, and has apologised on behalf ot himself and Sir John Fisher, the First Sea Lord. v
