NATIVE ADMINISTRATION.
Sir Joseph Ward is responsible for Mr Carroll's Native administration, and the Prime Minister, in adding Mr Ngata to the Executive Council, greatly strengthened the policy of non-alienisation which' lies at the root of Mr Carroll's strategical apathy. It has been announced that Sir Joseph Ward intends to retain the portfolio of Lands. If he is wise, says the Auckland "Herald," the Prime Minister will tako over what ought to be the kindred portfolio of Native Affairs, which covers native lands,, and apply himselt energetically to the solution of the land settlement iproblem, or upon the manner in which this problem is handled the reputation of his Administration and his political future mainly depend. ,
