RUSSIAN COMMANDERS RELEASED.

Received May 19, 8.40 a.m. ST, .PETERSBURG, May 18. The Czar has ordered the release of Genera] Stoessel and Admiral Nebogatoff, now confined in the fortress of Sts. Pater and Paul, owing to their health being seriously affected. General Stoessel was tried by courtmartial last year for the surrender of Port Arthur.during the war against Japan, and sentenced to death. The Czar, however, commuted the sentence to ten years' imprisonment in a fortress, with exclusion from military service and loss of his rank. Admiral Nebogatoff was tried by court-martial] for his conduct in the naval battle of Tsushima, and sentenced to a ~smg term of imprisonment.
