Received May 12, 8.30 a.m. LONDON, May 11. Mr Haldane, Secretary for War, replying in the House of Commons to a question by Mr Ashley, Conservative member for Blackpool, regarding the flying of the Union Jack on Empire Day, said he did not think the Empire was held together by flag-flying.
