Lyttelton, who was Colonial Secretary in Mr Balfour's Ministry, referred at a Primrose League meeting in London to §Mr Asquith's invitation for an Imperial Conference on Defence. The speaker said he hoped th 3 colonial warships would be made part of a complete system, and be united under one supreme control in war time, thus rendering the Empire's sea power irresistible.
