MASTERTON BOROUGH COUNCIL.
FORMATION OF COMMITTEES. At the meeting of the Borough Council, last evening, Committees for the ensuing year were formed. After the installation had taken place the Mayor moved that two Committees be set up, viz., Works and Finance, to consist of the whole of the Councillors and a Gas, Park and Library Committee. Cr Temple opposed this system of Committee formation. Councillors should not have imposed on them unnecessary work, and this was what the carrying of the Mayor's resolution would incur. He favoured the establishment of small Committees as being more efficient than larger ones. He moved an armndment to the effect that the Works and Finance Committee, instead of consisting of the whole Council, be composed of those members who were not on the Works Committee. This was seconded by Cr E wing ton, whu said that members should not be asked to attend more meetings than

I Cr Paining spoke in favour of. the , motion, and thought that all the 1 Councillors should be represented on ! the Works and Finance Committee, I J which was a very important Committee. Cr Elliott sziJ that the arrangements in connection with lust year'a Committees had been a good one. He would like to see the whole Council have a seat on the Gas, Park and Library Committee, as well as the other Committee. u The weakness of a small Commictee was the repetition of detail that resulted in the discussion at the full meetings.. Cr Prentice supported the motion. Cr Hoar said he had previously sat on Committees which had consisted of the whole Council, and from his experience he had not formed a favourable opinion of it. The Mayor stated that his reason for having the Works and Finance Committee tormed "of the whole Council was that he considered the members were better able to keep in touch with the important work of th 3 Council. In order to simplify matters the Mayor proposed, and Cr Pauling seconded, that the personnel of the Gas, Park and Library Committee consist of the following :—Crs Elliott (Chairman), Evvington, Temple, Hoar and Pragnell, which was carried. After further discussion Cr Temple agreed to the inclusion in his amendment that Cr Pragnell's name be added to the Works and Finance Committee as well as the other Committee. The amendment was then put and lost, and the motion declared carried.
