BUDGET PROPOSALS. UNSOUND AND UNJUST. Received May 4,"*1.5 a.m. LONDON, May 3. The Duke of Westminster in afletter to the "Daily Mail," says:—"l would not grudge the heavy tax imposed on incomes by the Budget if a definite assurance regarding the security of the country by sea and land were forthcoming.'' Lord Avebury, in a letter published in the "Daily Mail," declares that the general opinion in the city is that the Budget proposals ar? unsound and unjust, The proposals doubtless will firstly, fall with extreme severity upon the rich, but will tend to lower wages and drive capital abroad; so before long the poor will be the greatest sufferers.
