SEIGE OF TABRIZ.

RUSSIA SENDING TROOPS AND FOOD. TEHERAN, April 23. Owing to the breaking of the armistice by the Royalist commander and the neglect to supply food, Russia is sending troops and food by forced marches to Tabriz. The Russian Consul says the Royalists at Tabriz had not received the Shah's order to allow provisions to enter the town. The starving populace is clamouring for food outside the British and Russian Consulates.
