CONSTERNATION IN LISBON.
A PIECE OF PAST HISTORY. FOOTING DESIRED IN MADEIRA BY GERMANY. BRITAIN COMES TO PORTUGAL'S RESCUE. , Received April 5, 11.48 p.m. LONDON, April 5. The Earl of Denbigh, addressing a meting at Warwick, in support of the extended naval prqgramme, recalled the fact that in 1904 Germany desired a footing in Madeira. Consternation was caused in Lisbon when it was hinted that if Portugal refused, the German fleet would visit the Tagus. The British fleet from Gibraltar moved to the vicinity of the Tagus, and friendly information was conveyed to Berlin of what had been done. The German Minister then informed'thePortuguese Government that he was sorry for the mistake, and said he had exceeded his instructions. The British fleet thereupon returned to Gibraltar.
