SOUTH AFRICAN GOVERNMENTS SYMPATHETIC.

The Governments of£South Africa express sympathy with the Imperial General Staff scheme, hut have informed Mr R. B. Haldane, British Secretary of State for War, that nothing was possible in the shape of adopting the scheme pending a settlement of the Federation question.
