The Servian Circular Note, while axpressing reliance upon the Powers for the settlement of the international aspect of the trouble regarding Bosnia, demands that Austria shall submit to Parliament the treaty of commerce arranged in 1908, as the provisional arrangement expires on the 31st instant. If the Austrian Parliament is unable to ratify the treaty, M. Milovanovitch, the Servian Foreign Ministe-, will be wiling to continue the exUting arrangement throughout 1909. AUSTRIA EMPHASIZING HER REPLY. Received March 18, 12.27 a.m. VIENNA, March 17. Austria is emphasizing her reply to Servia by raising the 66 battalions in Bosnia to a war footing, which is equivalent to adding 40,000 men to the army.
