COMMONWEALTH AND STATES. FINANCIAL RELATIONS. TERMS OF AGREEMENT. HO BART, March 13. The Premiers' Conference resolved that the Commonwealth should receive three-fifths of the Customs and Excise revenue, instead of threefourths, provided the amount returned to the States in any'one year shall not be less than six and threequarter millions. It also recommended special payment to Western Australia, commencing at £250,000, and decreasing annually by £10,000; the balance of the amount to be returned to the States after the special payment to Western Australia to be distributed, on a per capita basis. The conference further resolved that the States Government were agreeable that immediate steps be taken to amend the Cpnstitution in order to give effect to these proposals, and enable the Federation to get increased revenue as early L as possible. The conference decided that it was advisable J;hat State Old Age Pensions Acts should be repealed on the Federal Old Age Pensions Act coming J into operation.
