DISHONEST FRENCH CONTR4CTORS. CONSPIRACY TO DEFRAUD THE TREASURY. PAKIS, March 12. An official report, supplied to the Chamber of Deputies, alleges that there is in existence a conspiracy among contractors to defraud the Treasury. One contract for thirty-seeven sub marine motors gave a profit of 95 per cent. Battleships costing Great Britain a million and a-half cost France over two million pounds.
