REPORTED INTENTION TO ANNEX AN ISLAND. Raceived March 15, 12.55 a.m. NEW YORK, March 14. A Canton telegram to the "New York Herald" states that it is believed that Germany intends to annex an island in the Pacific and transfer her naval base.
