Mr Andrew Carnegie, an President of the Peace Society, proposes that Great Britain and the United States should unite for the purpose of limiting na\ al expansion, Great Britain to agree to protect the American coast in the Pacific, and Hawaii and the Philippines, the United States to defend British possessions in the Atlantic.

He suggests that the agreement to that effect should te for five year?.
