RAILWAYS IN CHINA.
A CONTRACT VIOLATED. BRITISH MONEY SQUANDERED. STATEMENT liY DR. MORRISON. Received March 10, 9 a.m. PKKIN. March 9. Dr. G. E. Morrison, the "Times" correspondent, racently visited the Shangbai-Hangchau-Ningpo railway. He states that the million and ahalf of British money invested is being squandered owing to the Chinese disregarding the contract requiring British supervision and the use of British material. Dr. Morrison also states that every important financial stipnl ition in the contract has bsun violated.
