Novakovitch, the new Premier, speaking in the Skupstchina, declared that the Servian Parliament had formulated a political programme, the aspirations thei'ein being embodied and the right underlying it had been submitted to Europe, who alone must shortly consider its legitimacy, both as regards Servia and Montenegro.
