In connection with""- the FrancoGerman treaty witfr regard to Morocco, the French press- is utilising the Kaiser's congratulatory telegram to Prince de Radolihi German Am- ; bass'ador at Paris reprove the Kaiser ! had friendly inclinations towards France, but had been thwarted*by the Chancellor, Prince Bulow. The fact that the- Kaiser sent Primce de Radolin the telegram withoat Prince Bulow's- knowledge has caused severe criticism of his Majesty in Berlin. Prince Bulow, speaking, at a banquet yesterday, said that he and M.. Jules* C'ambon (French Ambassador, to Germany) settled the Moroccan agreement, thus implying that it was not Prince Radolin who deserved the Kaiser's thanks.

In his telegram to Prinoe d&Radolin, wnerein he expressed his warm thanks, the Kaiser stated that the conclusion of the treaty in respect to Morocco rendered the uecent visit to- Berlin of King Edward all' the more cordial.
