FINANCE MINISTER OBJECTS TO NEW CREDITS. ALLEGED FAULTY NAVAL ACCOUNTS. Received February 22, 9 a.m. PARIS, February 21. The French Minister of Finance (M. Caillaux) refuses to agree to the naval credits of the Minister for Marine (M. Picard). It is proposed to expend a million francs. M. Caillaux alleges that the scheme contains the germ of a new programme, which the Treasury cannot finance. He also alleges that the naval accounts are faulty.
