MR NGATA'S POSITION.
The constituional aspect of the question of Mr Ngata's appointment as a member of the Executive with charge of two important financial departments which has been raised by Mr Massey, was referred to the Prime Minister by an Auckland "Herald" representative. Sir Joseph Ward said that Mr Ngata's position was simply that of a member of the Executive, who was assisting two responsible Ministers in the administration of two departments. No member of the Executive not holding Cabinet rank could have full charge of any department, and the position was well understood by Mr Ngata at the time of the reconstruction of Cabinet. For instance, Mr Ngata would have no power to sign documents requiring Ministerial authority. and such papers would have to be signed by a responsible Minister in charge of the department. The ap- | pointment held by Mr Ngata was analagous to that of an Under-Secre-tary, anJ the position had been entirely misunderstood by Mr Massey.
