CUBA.
FOREIGNERS AND ISLAND PROPERTY. A PROHIBITING BILL. Received February 21, 4.30 p.m. NEW YOkK. February 20. The New York "Herald"' states that a Bill has been introduced into the Cuban House of Representatives prohibiting foreigners from owning property in the island. The Bill provides that the transactions in progress be suspended. Americans have thirty million sterling invested in Cuba, and much British capital is invested in railways in the island.
