FURTHER OUTRAGES IN BERLIN. A REIGN OF TERROR. POLICE THEORY. BERLIN, February 19. Five outrages on "Jack the Ripper" lines occurred in Berlin yesterday. People are terror stricken. Fifty persons were arrested on suspicion, but later all were discharged. The police suggest that women and children should carry parcels of flour to throw at assailants for the purpose of recognition. They ascribe the outrages to a gang of criminals who are acting for "sport," in mockery of the authorities.
