REPORTED ULTIMATUM. RUSSIAN PEOPLE GROWING BELLICOSE. PARIS, "February 19. An unconfirmed report has been received in Paris stating that Austria has presented an ultimatum to Servia, and that the Russian press and people are growing bellicose owing to the Austrian action. SERVIAN CABINET RESIGNS. Received February 22, 12.38 a.m. BELGRADE, February 2f. The Servian Cabinet has resigned. None of the young Radicals were willing to accept the three vacant portfolios.
