ROUGH WEATHER.
SOUTH AFRICAN UNION.
SMALL STEAMER ASHORE. Received February 5, 10 a.m. SYDNEY, February 5. A small coastal steamer is reported to be ashore near Broken Bay. The weather is very boisterous. Assistance has been sent.
THE COMPROMISE. RECEIVED WITHOUT ENTHUSIASM. REGARDED AS UNWORKABLE. GENERAL BOTHA HOPEFUL. Recieved February 5. 8.15 a.m. CAPETOWN, February 4. In connection with South African Union, the compromise reached by the convention has been received without enthusiasm in South Africa. It is regarded as unworkable. The text of the Constitution will be published on Tuesday. This will allow the delegates- to reach their homes in time to add their explanations regarding the terms arrhed at. General Botha, President of the Transvaal, is hopeful that the Constitution will be accepted.
It is understood that Capetown will be the seat of the Legislature, Pretoria the seat of the Administration, and Bloemfontein the headquarters of the judiciary.
