BULGARIA AND TURKEY.
PORTE UNRUFFLED. Received January 27, 10.40 p.m. CONSTANTINOPLE, J; ruary 27. The Porte is absolutely unruffled at Bulgaria's preparations, and denies claiming or wishing to occupy territory. The Porte is willing to accept five millions compensation for all material losses, including the railway, on the following terms, namely, four millions immediately if Bulgaria is unable to raise the total, and a million at a future date.
