FORTIFICATION ESTIMATES REDUCED. Received January 26, 8.25 a.m. NEW YORK, January 25. The Committee of Appropriation of the House of Representatives has reduced the fortifications estimates to ten million dollars, £2,000,003, of which the largest item is a million dollars for coast batteries 'in the Philippines.
