The second repw'fc of the Royal Commission declares' that State afforestation is practicnl'le and desirable, and capable of temporarily employing during the winter months 18,000 unemployed, and permanently employing ultimately 90,000. The Commission recommend a lop.n to cover the annual cost which would amount to two millions. The forests would prove self-supporting after 40 years, and after 80 years would yield a nett revenue of 17J , millions. j The newspapers support the proposal.
