DEPARTMENTAL COMMITTEE. NUMBER OF SUGGESTIONS. MATTER OF STATE RESPONSIBILITY. Received January 13, 9 a.m. LONDON, January 12. The report of the Departmental Committee notes a decided failure to apply the Inebriates Act. It suggests that offenders should be treated on a graduated scale, beginning with measures of the mildest character and increasing in stringency if leniency is ineffectual. The committee also suggests some new methods of dealing with criminal inebriates. It holds that no permanent settlement is possible except on the basis of State responsibility.
