Haldane, 3ecretary>f State for War, speaking at Gullane, in Haddingtonshire, claimed that it was not an unsatisfactory state of affairs that 207,000 out of the 313,000 Territorials required had been enrolled in nine months.

If Britain were threatened with invasion, said Mr Haldane, he was sure the Territorial Army would rill up rapidly. Anyhow, a force of 527,000 regulars, reserves, and territorials would be available to meet invaders.
