PULLS THE PRESIDENT'S BEARD. PARIS, December 27. "Mathis, a fanatical Monarchist Restaurant waiter, seeking notoriety, watched for several days for M. Fallieres. When the latter was strolling through the Champs Elysee yesterday Mathis turned round and seized the President's throat, and tried to pull his beard. Both fell and in struggling Mathis' finger nails drew blood from behinl the President's ear. Mathis was immediately arrested. Id. Fallieres continued his' stroll. Diplomatists hastened to the Elysee to express their indignation at the outrage. Mathis was found to be in possession of a medallion of General Merrier, who was responsible for Dreyfus' arrest.
