CHARGE OP BRIBERY AND CORRUPTION. CITY COUNCILLORS AND BANKERS ARRESTED. A SYSTEM OF REFORM. Received December 23, 10.50 p.m. NEW YORK, December 23. The Mayor of Pittsburg 1 , the second largest city in Pennsylvania, assisted by the Civic League, has instituted a system of reform in the ity. The result of tbjir combined efforts has caused a sensation in Pittsburg. No lass than seven city councillors and also two bankers have been arrested on charges of bribery and corruption. All the accused have been released on heavy bail.
