Homiakoffe, President of the Duma, occurred in connection with the Government's measure allotting a • million roubles to employees of prisons who were the victims of outrages while on duty. £*The Social Democrat and Labour delegates accused the Government of torturine and killing prisoners. The Duma voted the money.
