THE BALKAN CRISIS.
PROPOSED EXCHANGE OF VIEWS. Received December 17, 8.55 a.m. ST. PETERSBURG, Dec. 16. Russia has accepted Austria's proposal that the Powers should make an exchange of views in regard to the Balkan question before holding a conference. The prospect of an amicable ad-justment-has improved.
