By Telegraph—Press Association. WELLINGTON, December 16. The following is Captain Edwin's forecast to 3 p.m. to-morrow:— Strong &outherly winds are probable generally with rain in the southern and eastern parts of the North Island. Rough weather is probable on the eastern coast between East Cape and Kaikoura. Barometer rising steadily everywhere.
