PRESIDENT'S TROOPS RETREAT. FRENCH AND ALEXIS. PILLAGING AT THE CAPITAL. Received December 4, 8.25 a.m. PORT-AU-PRINCE, Dec. 3. In connection with the overthrow of the Haytian Government and the setting up of a provisional one under General Legitime, it appears that exPresident Nord Alexis's troops retreated on the approach to this city of General Simon, and voluntarily laid down their arms. The people are clamouring for the election of General Simon as President.
During the excitement the French Minister, throwing the fol Is of a tricolour round President Alexis's shoulders, escorted him from his place to a French warship, the populace hooting the while, and endeavouring
to assassinate Alexis. The American and French authorities have stationed bluejackets at their respective legations. Pillaging has begun. A market butcher was killed while defending his stall.
