MAKES SWEEPING RECOMMENDATIONS.

QUALIFICATION FOR SEATS.

LONDON, December 3.

The "Standard" says that Lord Rosebery's committee recommends that no peer shall sit in the House of Lords by virtue of his hereditary title, unless he has already sat for ten years in the House of Commons, has held high office in Great Britain or some part of the Empire, or been elected by his peers.

The number of peers entitled to seats under these conditions would be 350.

It is proposed to reduce the number of bishops entitled to seats, create a number of life peers, and elect a number of peers for one Parliament only.
