A BY-ELECTION

RETURN OF A TARIFFITE FOR - CHELMSFORD. SUBSTANTIAL MAJORITY. Received December 3, 8.56 a.m. LONDON, December 2. An election for the Chelmsford Division of Essex seat in the House of Commons, due to the resignation j of Sir F. C. Rasch, resulted in the return of Mr Prettyman, a Tariffite, the figures being:—Mr Prettyman,, 6142; Mr A. H. Deuce (Liberal), 3587. At the general election Sir F. C. Rasch (Conservative) defeated Mr Dence by 4915 votes to 4,461.
