Three Bengalis have been arrested. The Bengal Chamber of Commerce and other powerful associations are urging the Viceroy to create a special tribunal without a jury, to try conspirators charged with intriguing to overthrow British authority. A SEDITIOUS SPEECH. Received November 25, 9 a.m. VICTORIA, 8.C., November 24. Professor Toga Singh, in a seditious speech to Indians at Vancouver, said their eyes were being opened, and all Indians were demanding justice.
