TARIFF REFORM. ATTITUDE TOWARDS BRITAIN. NEW YORK, November 13. The "Ways and Means Committee of the United Statss House of Representatives has decided that-if at a special session of congress a revised tariff and a maximum and minimum tariff are adopted, care will be taken not-to discriminate against Great Britain, so long as Britain dots not impose high duties against the United States.
