p-n-p REGIME IN GERMANY. PKINCE BULOW A)iv? HIS POSITION. Received November 13, 9 a.m. BERLIN, November 12. The debate which was opened in the Reichstag, on the initiative of Radical and Socialist members, who demanded the abolition of the persona! regime, and which was adjourned yesterday, after the Kaiser's personal policy and its effects on foreign affairs had been strongly condemned by several speakers, was resumed, but collapsed after sosae unsparing criticisms of the Kaiser's "socalled" Chancellor. The crisis is ended, but the chronic constitutional crisis is more widespread and acute than at any time in the history of the Empire. Prince Bulow, the Chancellor, was silent yesterday, and there are indications that his position in Imperial | favour has weakened. crisis acutely FELT. PRESS COMMENT. AN APPEAL 10 THE KAISER. Received Novemner 13, 10.45 p.m. BERLIN, November 1.3 The crisis was acutely felt in the German provinces. The Conservative newspaper "Hamburger Machrichten" declares that the neople shouid receive the Kaiser with coul reserve whenever lie appears in public. The newspaper "Leihsbote" appeals'to the Kaiser for a manifesto promising the abandonment of his absolutist' methods, and the establishment of ministerial responsibility. ■
