THE SOUTH AFRICAN GARRISON.
«»— LORD METHUEN'S RECENT SPEECH. Received October 28, 8.30 a.m. LONDON, October 27. "' In the House of Commons, Mr R. B. Haldane, Secretary of State for War, replying to Sir Gilbert Parker (member for Gravesend), regarding Lord Methuen's recent speech at Durban, said there was no present intention to reduce further the garrison in South Africa. Lord Methuen had, added the Minister, probably referred to a reduction with a view to restoring* the Cardwell system of linked battalions. Lord Methuen, Commander-in-Chief in South Africa, speaking at Durban a few days ago, stated that Mr Haldane had directed him to consolidate the military forces in South Africa in order that the Motherland might be able to withdraw every soldier, leaving the defence of the country to the colonists.
