Lord Methuen had, added the Minister, probably referred to a reduction with a view to restoring* the Cardwell system of linked battalions. Lord Methuen, Commander-in-Chief in South Africa, speaking at Durban a few days ago, stated that Mr Haldane had directed him to consolidate the military forces in South Africa in order that the Motherland might be able to withdraw every soldier, leaving the defence of the country to the colonists.
