THE NEW PROTECTION. ■ A REFERENDUM. Received October 28, 10 a.m. MELBOURNE, October 28. Mr Deakin, Federal Prime Minister, has tabled a memorandum with reference to the new protection. Parliament will be asked to submit a referendum to give effect thereto. Briefly, the proposal is to enable the Commonwealth to control wages and labour conditions by improving excise duties, these duties not to be levied when - the stipulated wages conditions are observed.
