ANOTHER HIGH-HANDED ACTION. BRITISH VESSEL SEIZED. Received October 27, 9 a.m. CARACAS, Ooctober 26. The British schooner Lady Kensington, bound from Trinidad, was seized by Venezuelan officials while lying becalmed off the Venezuelan coast. The passengers and crew were imprisoned. Apparently the seizure was made in pursuance of a decree of President Castro practically prohibiting trade between Venezuela and Trinidad. The British Minister at Caracas (Sir Vincent Corbett) is making enquiries regarding the affair. Venezuela has fallen out with most of the Powers that have had dealings with her, ani President Castro has, on several occasions, got himself into serious trouble through his highhanded proceedings.
