The difficulty between Austria and Turkey mainly arises through Austria's reluctance- to take over that part of the Turkish debt which falls on Bosnia. NEGOTIATIONS BETWEEN TURKEY AND BULGARIA. Received October 26, 10.22 p.m. CONSTANTINOPLE, October 26. Kiamil Pasha, Turkish Grand Vizier, interviewed, said that the Turko -Bulgarian negotiations were progressing. He added that he hoped thatnow M. Dimitroffand M. Stoyanovitch had returned to Sofia, new delegates, perhaps' Prince Ferdinand himself, would come to Constantinople and continue the neogtiations. WOMEN'S MEETING AT BEL, GRADE. AN APPEAL FOR ASSISTANCE. BOYCOTT OF AUSTRIAN GOODS ADVOCATED. Received October 27, 1.15 a.m. BELGRADE, October 26. The Women's League held a meeting yesterday at Belgrade, and appealed to the women of Britain, France and Russia for assistance, and also advocated a boycott of Austrian goods. A crowd of twenty thousand afterwards accorded the British, Turkish, French ar:d Russian legations an ovation.
